How to Choose a Cosmetic Formulation Lab in India: 10 Questions to Ask Before You Sign

Phytofusion Labs Formulation Team ·

Short answer: Choose a lab that formulates and manufactures under one roof, quotes a fixed development fee, signs an NDA before you share your brief, puts formula ownership in writing, and can show stability data for products like yours. Everything else is a bonus.

Picking a formulation lab is the most expensive decision you will make before launch. A good lab saves you months. A bad one costs you a product. Here are the ten questions we would ask if we were in your shoes.

1. Do you formulate and manufacture in the same facility?

This matters more than most founders realise. When a formula is developed in one lab and made in another factory, it often changes during scale-up. Texture shifts. Viscosity drops. Fragrance turns.

A lab that also manufactures has already solved for its own equipment. The formula you approve is the formula that ships.

2. Who will actually work on my product?

Ask for the name of the chemist who will own your project. Ask how many projects they are running at once. A senior name on the proposal means little if a trainee does the work.

3. How do you price development?

There are three common models in India:

  • Fixed development fee. One price, agreed upfront, for a set number of revision rounds.
  • Hourly or per-round billing. Flexible, but costs can creep.
  • “Free” development tied to a manufacturing order. You pay for it later, usually through a higher per-unit price.

None of these is wrong. Just know which one you are signing.

4. Will you formulate to my target cost?

Share your target cost per unit on day one. If a lab does not ask for it, be careful. It is easy to fall in love with a formula you cannot afford to sell.

5. Who owns the formula?

Get this in writing before work starts. The common options are a full buyout, where you own the formula outright, or an exclusive arrangement, where the lab keeps the formula but makes it only for you. Ask what happens if you want to move manufacturing later.

6. Will you sign an NDA before I share my brief?

The answer should be an immediate yes. Your concept, claims and hero ingredients are your competitive edge.

7. What stability testing do you do?

Ask for accelerated stability at elevated temperatures, freeze-thaw cycling, and packaging compatibility testing. In India, testing at 40°C and above matters, because your product may sit in a hot warehouse or delivery van for days.

Ask to see stability data for a product similar to yours.

8. Can you help with regulatory and claims support?

If you sell in India, your product needs to meet the Cosmetics Rules, 2020 and BIS standards, with correct labelling. If you plan to sell in the US, ask whether the lab understands MoCRA requirements. For claims like “dermatologically tested” or “SPF 50”, ask who coordinates the third-party testing.

9. What are your MOQs and lead times?

Minimum order quantities and production lead times vary widely. Ask for both development timelines and production timelines separately, so you can plan your launch date with confidence.

10. Can I visit the lab?

A good lab is proud of its facility. Visit if you can. Look at cleanliness, documentation, how raw materials are stored, and how batches are recorded. Ask to see a sample batch record.

Frequently asked questions

How long does it take to develop a cosmetic formula in India? First prototypes usually take a few weeks from an approved brief. A full launch, including development, stability testing, packaging and production, usually takes a few months, depending on complexity.

Should I choose private label or custom formulation? Private label is faster and cheaper, but other brands may sell the same formula. Custom formulation takes longer but gives you a product that is truly yours. Many brands start with a modified existing formula and move to fully custom products as they grow.

What should I include in a formulation brief? Your product concept, target customer, desired texture and feel, key claims, hero ingredients, free-from list, target cost per unit, packaging type, target markets and launch date.
